Chuck Gaines is the Executive Director of the San Diego County Sheriff's
Management Services Bureau. He oversees the department’s financial and
administrative functions, vehicle fleet operations, procurement and
contracting activities and facilities planning, construction and
maintenance. Additionally, Mr. Gaines is responsible for the
department’s information technology and records/identification programs.
He also has administrative oversight responsibility for the San
Diego-Imperial County Regional Communications System which provides
radio communications support to nearly all public service and public
safety agencies in the region.
Gaines has over 20 years of managerial experience with both the
County of San Diego and City of San Diego.
For the County of San Diego, he was Director of Purchasing and
Contracting/Fleet Management. He managed the acquisition, maintenance and
repair of a 3,700-unit vehicle fleet. He oversaw the San Diego
County Office of Purchasing and Contracting, which acquired goods and
services at an annual value
of nearly $200 million.
Prior to his position as Director of Purchasing and Contracting/Fleet
Management, Gaines was Chief of Real Estate Operations for the County of
San Diego. Some of his notable leadership successes include the
design/build acquisition of the County of San Diego's Hall of Justice
and the acquisition of the John F. Duffy Administrative Services
Center. He led negotiations for the 1,200-bed private jail lease for
the San Diego County Sheriff's Department which provides $2.5 million in
annual revenues and includes a reversionary right for the Sheriff to
obtain a modern, well-maintained detention facility at no cost to the
County of San Diego.
For the City of San Diego, Gaines was Deputy Director for the Real
Estate Assets Department. He directed the property management function
including management of properties and revenue leases at Mission Bay,
the San Diego Zoo, the Wild Animal Park, Montgomery Field Airport, and
Torrey Pines Golf Course.
Gaines is a member of the Executive Management Team and Sheriff's
Leadership Council. He successfully graduated from the Senior
Management Institute for Police at Boston University in 2002.
Mr. Gaines holds California Real Estate Brokers License and a Senior
Right-of-Way (SR/WA) designation from the International Right-of-Way
Association. He earned a Bachelor’s Degree in Personnel Management and
Industrial Relations from California State University, Chico, and a
Master’s Degree in Business Administration (MBA) with emphasis in
Finance from San Diego State University.
