CONNECTIONS GRANT
Final Report by SANDAG - This final report describes and
presents outcomes for the Connections Program in San Diego County that
targeted mentally ill criminal offenders. Given the high proportion of mentally
ill offenders in the arrest population and the fact that few programs exist to
serve them, this specific sub-group revolves through the criminal justice
system. Through a grant application process, the State of California provided
funding support to those counties that successfully competed to develop
programs that provided immediate assessment and aftercare in the community
following release from jail. Locally, the San Diego County Sheriff’s
Department was the program administrator in partnership with the County
Probation Department. Teams of Social Workers and Probation Officers
collaborated to develop a program based on a mental health model called

The video may also be useful in educating prospective jail employees about local detention. BOOKINGS - A report by Assistant Sheriff Bill Flores and Norman W. Storer, Ph.D., a volunteer. " In this report we will examine separately the several demographic characteristics of people arrested in San Diego County, the salient facts about those who were arrested for different reasons, the cities from which they have come, the types of people who are admitted drug users and admitted gang members, and those who have committed domestic violence. We will look also at the question of what proportion of law-breakers might be illegal immigrants, and at the extent to which arrestees claim to have medical problems." LOCAL DETENTION FACILITIES IN THE SAN DIEGO REGION - A 1999 report by SANDAG on local detention facilities in the San Diego Region. Impact of a Standardized Protocol to Address Outbreak of Methicillin-resistant Staphylococcus Aureus Skin Infections at a large, urban County Jail System by Earl J. Goldstein, MD, Gladys Hradecky, RN, Gary M. Vilke, MD and Theodore C. Chan, MD. (60k pdf file) Outbreaks of infections caused by methicillin-resistant Staphylococcus aureus (MRSA) have been reported in incarcerated populations nationwide. We compared rates before and after the implementation of a standardized treatment guideline in the San Diego County jail system. This guideline included mandatory culturing, personal and environmental hygiene measures, standardized antibiotic treatments based on sensitivity patterns, and close surveillance of cases. We found that our guideline reduced the proportion of soft tissue infections caused by MRSA (90.3% to 57.8%) and decreased the proportion of inmates diagnosed with MRSA after 10 days in custody. Documented resolution of the infection improved from 30.7% to 68.7% of cases. The average number of different antibiotic regimens decreased from 3.06 to 1.78 per patient. We conclude that our guideline resulted in a decrease in MRSA transmission, fewer antibiotic courses and improved resolution of cases. INMATE MEDICAL CASE MANAGEMENT SYSTEM - Key to Cost Savings.
