Jill Serrano joined the
Sheriff's Department in August
2005 as the Chief Financial
Officer. In this position, Ms.
Serrano is responsible for
administering the fiscal and
financial functions of the
Department, including the
development and monitoring of
the Department's
$570 million annual
budget. She is a member of the
Sheriff's Executive Management
Team and advises the Sheriff,
Undersheriff and Command Staff
on financial matters.
Prior to joining the Sheriff's
Department, Ms. Serrano was a
Project Manager in the County's
Chief Administrative Office,
Public Safety Group. In that
role she served as the principal
assistant to the Deputy Chief
Administrative Officer for the
Public Safety Group focusing on
justice system policy and
operations. She also served as
the Administrative Officer of
the Juvenile Justice Commission.
Jill previously held the
position of Finance Director for
the Public Safety Group for five
years. She has been with the
County of San Diego for
18 years, working in the
Public Safety Group for 6 years,
the Probation Department for 8
years and 2 years in the former
Department of Social Services.
Ms. Serrano holds a BS in
Criminal Justice Administration
and a Master's Degree in Public
Administration, both from San
Diego State University. In 2003,
Ms. Serrano was invited to
participate in the executive
leadership program titled "Women
and Power:
Leadership in a New World"
at Harvard University's Kennedy
School of Government.
She is a 2006 graduate of the
Senior Management Institute for
Police sponsored by the Police
Executive Research Forum (PERF),
a member of the Government
Finance Officers Association and
has served as a lecturer
in the Criminal Justice Program
at San Diego State, teaching
probation and parole. |
