captured by the United State Border Patrol on August 21, 2003 in National
City.
VARGAS is
wanted for failing to register as as a sex offender stemming from a stalking

$500,007 and is also a possible third strike offender. VARGAS' last
known address is 128 W. 9th St. in National City.
